Something is blocking the shelf’s movement, so head to the right of the door where you’ll find a crack in the wall that leads inside. At the end of the short path, you’ll find a breakable floor that you can destroy with an arrow. Enter the building at the center of Evesham (“Eof’s dwelling”) through a hole burnt in the back wall (you may need to light a nearby pool of oil on fire with your torch to cause this hole to appear). Luckily there’s a cache of fire pots on top of the platform directly across the street from the blockage.
